    PROJECT MANAGER - DISASTER RECOVERY, HOUSING & COMMUNITY DEVELOPMENT TRAINING & TECHNICAL ASSISTANCE

    ICF’s Justice, Workforce, Preparedness & Community Development group works to improve Americans’ lives through strategic consulting support, technical assistance, product development, and program implementation. We are seeking a PROJECT MANAGER candidate to join the Housing and Community Development team at ICF who is enthusiastic about solving social issues related to disaster recovery, community development, and building the capacity of state, territorial, and local governments to administer disaster recovery programs. 

    ICF seeks a self-motivated Project Manager - Disaster Recovery, Housing and Community Development Training and Technical Assistance to be an integral member of our multidisciplinary team in leading technical assistance and capacity building efforts for the U.S. Housing and Urban Development as part of the Community Compass Technical Assistance program. The primary focus is leading, coordinating, and managing technical assistance workstreams to provide guidance and strategic advising to disaster-impacted communities in their use of HUD’s Community Development Block Grant Disaster Recovery (CDBG-DR) funding.

    The position will be responsible for leading and supporting a range of technical assistance engagements, providing direct guidance to grantees, and overseeing the development of products and training materials designed to help support federally-assisted disaster recovery and community development programs. This position requires strong project management experience and deep knowledge of HUD disaster recovery program activities. This position may also support additional TA engagements related to housing and community development, cross-cutting requirements for federal funding, and/or resilience and hazard mitigation work, however the primary function of the role is operational leadership in managing timelines, deliverables, contributors, and quality control across complex TA assignments.

    This role can be located anywhere in the continental US. Candidates located in Mountain or Pacific Time Zones or willing to work after traditional Eastern time zone work hours preferred.

    Key Responsibilities

    • Leading the operations of large and small training and technical assistance (TTA) engagements to provide guidance to states, territories, cities, counties, and other entities receiving Community Development Block Grant Disaster Recovery (CDBG-DR) funding
    • Directing cross functional teams of trainers, subject matter experts, and technical contributors, including strategizing on how to accomplish TA goals and build the capacity of TA recipients
    • Serving as the primary liaison with TA recipients, and maintaining clear communications with HUD
    • Coordinating delivery of trainings on regulatory and grant-specific requirements, including but not limited to policies and procedures, national objectives, procurement, coordination with other federal funding streams, labor standards, citizen participation, and overall compliance
    • Drawing on experience in housing, infrastructure, public services and economic revitalization to provide guidance to TA recipients on the design and implementation of their recovery and resilience programs
    • Overseeing product development work plans, including coordinating with authors, designers, subject-matter experts, and other contributors to ensure the creation of high-quality products
    • Performing project management responsibilities, including overseeing schedules, staffing, and budgets to ensure the production of quality project deliverables
    • Tracking priorities to ensure successful completion of projects in an accurate, timely, and cost-effective manner
    • Conducting quality control for deliverables, tools, and products to ensure accuracy, consistency, and alignment with HUD guidance and regulations, including review and approval of SME-developed content

    Basic Qualifications

    • Bachelor’s degree in Public Policy, Finance, Economics, Business Administration, Urban Planning, Public Administration, or other relevant field
    • Minimum 8 years of experience working directly with CDBG-DR programs
    • Minimum 2 years Project management and personnel management skills and experience developing and implementing project/team processes
    • Demonstrated knowledge of how housing, community and economic development, and disaster recovery programs are implemented at the state and/or local levels
    • Willingness to travel occasionally

    Preferred Experience

    • Master’s Degree in Public Policy, Finance, Economics, Business Administration, Urban Planning, Public Administration, or other relevant field
    • Experience at a grantee or consulting firm with direct experience managing CDBG-DR programs
    • Experience working with multifamily developers, housing authorities, and developers of affordable housing
    • Experience with hazard mitigation and resilience strategies and analysis of data to inform risk reduction strategies

    Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

    The pay range for this position based on full-time employment is:

    $89,649.00 - $152,404.00
