The Government Services and Solutions Business Area within the Health and Services Sector of Leidos has an opening for a Sr. Capture Manager responsible for securing existing and new business opportunities in the Health and Services Sector for HHS (FDA, CDC, CMS, NIH, etc.,), VA, State Medicaid customers. This role requires an ethical approach to winning, demonstrated successful capture experience within Health IT market space, comprehensive business acumen, technical execution experience, resourceful PM skills to manage and close captures, and internal/external customer relations-oriented individual. The position will report to the Director of Capture Management for the Government Services and Solutions Business Area.
The successful candidate assumes responsibility for developing and executing the overall capture strategy associated with an approved pursuit. Duties include collaborating with the business leads to orchestrate all aspects of the bid strategy including cost/price strategy and position to win, providing oversight of the development all proposal volumes, create capture teams, oversee proposal development and foster a culture of winning ethically.
The successful candidate also responsible for assembling a capture team and managing the capture team to successful contract bids and wins, contacting existing clients and partners, communicating the organization’s core capabilities, establishing internal and external teaming and effective efficient shepherding of new business funds are all part of the Capture Manager’s responsibilities.
Responsibilities include:
Lead medium capture efforts ($50M - $100M) from inception to proposal submission, focusing on high-value opportunities within the health IT domain.
Collaborate closely with business development and growth teams to qualify and transition opportunities into the capture phase, ensuring alignment with corporate and sector goals.
Technical Acumen to use AIML tools to develop various capture artifacts
Developing (with technical and SME support) solutions for assigned opportunities; managing relationships with partners and corporate staff for proposed solution development; participating in business planning activities, to include periodic pipeline reviews, operating plan development, bid agenda development, opportunity gate reviews, win theme and discriminator workshops, and proposal reviews.
Develop and implement advanced capture strategies that include building and managing capture teams, establishing partnerships, and crafting winning bid solutions.
Conduct comprehensive competitive analysis, pricing strategy sessions, and proposal reviews to ensure the development of compelling and compliant proposals.
Cultivate and maintain strong relationships with key stakeholders, including partners, clients, and internal teams, to enhance win potential and build sustainable capture plans.
Participate actively in all capture lifecycle activities, including gate reviews, win theme workshops, black hat sessions, and post-submission reviews, ensuring continuous improvement.
Communicate capture progress, strategies, and resource requirements to senior leadership, providing updates and recommendations to support decision-making.
The successful candidate will have a working knowledge of US Government contracting, contract types and procurement processes and must be team-oriented and demonstrate strong reasoning and communications skills, both oral and written.
The Capture Manager will also conduct after-action reviews for all business opportunity capture participants to document lessons learned and identify necessary adjustments to capture technique, strategy, and actions.
Travel as necessary to support live capture efforts at either Gaithersburg or Reston offices, with an initial expectation of one day per week on-site, increasing as needed during active bid periods.
Basic Qualifications
Excellent communications skills – demonstrated through written and oral presentations at all level through C-level, development of technical papers, volumes, or similar products
Experience as a winning Capture Manager on Health IT opportunities.
Proven network of people and access to related customers – government and industry
Experience in capturing medium business development programs ($50M - $100M Total Contract Value) with emphasis on opportunity qualification and shaping into solution and proposal submission
Proven record of success managing capture efforts in the Federal contracting space (winning single award >$50M pursuits as capture manager)
Experience with various contracting vehicles, types of contracting (GSA, SSA, OTA, FAR-based, commercial, etc)
Demonstrated skills in all areas of business development including: opportunity qualification, capture strategy, customer visits, customer relationship development, relationship development with competition, team leadership, collaboration, etc.
Experience in the development of and successful negotiation of teaming agreements
Experience in the development of competitive pricing strategies and associated cost proposal materials
Familiarity with online tools used by the Federal Government for solicitations
Bachelor’s degree and 12+ years of prior relevant experience or Masters with 10+ years of prior relevant experience (additional education, training or experience may be considered in lieu of degree).
Preferred Qualifications
This role requires an ethical approach to winning, comprehensive business acumen, technical understanding and/or education, resourcefulness to manage process driven captures, and internal/external customer relations-oriented individual.
Prior business development experience with HHS, VA
Ability to gain internal support, operate independently with limited supervision and feedback, and establish solid working relationships with technical staff, division managers, and peers across the corporation
