The Common Services Service Delivery Program Manager provides senior leadership for service delivery execution under the SEC Office of Information Technology (OIT) ISS contract. This role is responsible for day-to-day management and accountability of project managers supporting infrastructure delivery and enterprise support outcomes. The position ensures projects meet milestones and deliverables while driving SLA attainment through analysis, reporting, and continuous improvement in partnership with SEC stakeholders. The role also aligns resources, governance, and process disciplines to support secure, efficient, and compliant service delivery across the contract.
PRIMARY RESPONSIBILITIES
Program Leadership and Team Management
Provide day-to-day middle management and accountability for project managers within infrastructure delivery management.
Supervise project management staff, including assignment of priorities, performance oversight, and escalation management.
Establish and run governance cadences for status, risk, issue, and dependency management across delivery workstreams.
Coordinate with SEC stakeholders and cross-functional teams to maintain execution alignment and timely decision-making.
Service Level and Performance Management
Ensure SLAs are achieved, analyzed, and reported through required dashboards and monthly/quarterly service reporting.
Lead SLA metric review and refinement with SEC stakeholders, including actionable learning outcomes and improvement targets.
Monitor service performance trends and contract delivery indicators.
Drive corrective actions for performance deficiencies through formal CAP/PDR response workflows and track recovery to expected service levels.
Project Delivery and Operational Execution
Ensure projects meet contract milestones, deliverables, and quality expectations across ISS service areas.
Oversee integrated planning and 24-month schedule/interdependency forecasting to maintain forward-looking roadmap visibility for infrastructure changes.
Apply Agile and structured project controls for planning, execution transparency, and continuous improvement.
Support major incident and outage coordination to restore services quickly and minimize operational impact.
Process, Resource, and Compliance Management
Determine and acquire resources needed to execute scope within assigned delivery areas.
Lead programs/projects emphasizing change, problem, configuration, and process management.
Ensure SOPs, change-control records, and configuration documentation are maintained in accordance with SEC policy.
Support audit and compliance readiness through disciplined documentation, reporting, and governance practices.
REQUIRED QUALIFICATIONS:
This position is restricted to U.S. citizens only. Applicants must not hold dual citizenship with any other country to be eligible for work under this contract.
Bachelors degree and 12+ years of experience in IT service delivery, infrastructure operations, and program/project management.
Ability to obtain and maintain SEC Public Trust
8+ years of related management experience with emphasis on change, problem, configuration, and process management programs and/or projects.
5+ years of proven experience managing a program with at least 50 personnel delivering enterprise IT services.
Change, problem, configuration, and process management program/project leadership.
Project milestone and deliverable management and reporting.
SLA achievement monitoring, analysis, and reporting.
Resource determination and acquisition to execute scoped work within assigned delivery areas.
PREFERRED QUALIFICATIONS
PMP, ITIL 4 Managing Professional (or equivalent ITIL certification), Certified ScrumMaster (CSM) or SAFe Agilist.
Experience supporting SEC or other federal civilian regulatory agency IT environments.
Demonstrated success defining and operationalizing SLA frameworks during contract transition periods.
Experience leading geographically distributed teams and large-scale service delivery portfolios.
Experience driving process automation and continuous service improvement initiatives.
Experience supporting hybrid cloud and modern enterprise infrastructure operations in a compliance-driven environment.
